A past prime minister had given a statement that more than 80% of the funds are lost in the corrupt system and less than 20 percent reaches the beneficiary. The statement has neither been refuted nor amended; thus it stands true till today. The honest question from the gawking common man is — Who is the real beneficiary of the money, one rupee or a billion rupees, spent by the government in name of Welfare of the Masses?
